What level do you need to be to do 71 through 75 spells?

I just returned to EQ after about a year and a half break and I was wondering if you have to be lvl 75 to make the new 71 to 75 spells as it seems that the papers have a lvl limit ie, 72 , 73 etc.

My chanter is lvl 65 with and I have been able to make the 70 and lower spells.

No level limit for making spells. The limit shown on the item description was just added as a way to tell what spell level the parchment/vellum/paper makes.

Are there new zones other then CC and Cresent Reach where I can get the vendor suppies for spell making?

The Plane of Knowledge has four research supply vendors by the wood bank. There is also a dark elf with Celestial Solvent and a couple jewelry suppliers with gems and metal bars for the solutions.
