Nothing real specific, but if you have an unlimited supply of plat, I think the "quickest" way is to make spells. In other words, buy skins and parchments that produce spells close to but above your skill level, clean them, and combine them using prepared inks, thickeners, and quills from the research supply vendors.

I tend to get far more skillups more often making spells than I do making enchanted scrolls using appropriate binding powder (far cheaper on a per combine basis, and probably on a per skill point basis). Keep in mind, though, that like any trade, like any method you choose, none will be blazing fast. This, in my opinion would be the quickest/shortest in terms of time spent behind the combine button of the spell research kit.

I can attest to that. I tried to make Blood of Yoppa last night,
14 attemps;
research skill of 202 at first attempt;
final result, 0 spells, skilled up to 216;
lol...
Having a hard time finding binding powders in order to do skill ups, poor drop rate in droga, sszra, and the deep.
