Help: Unflinching Hammer of Zeal

Are we supposed to be able to craft level 71-75 spells that previously required a faction grind in TBS? I'm trying to make Unflinching Hammer of Zeal, a level 74 cleric spell. I took the recipe for the previous spell in the line, Unswerving Hammer of Retribution, and replaced the Fine Vellum with Runic Paper. DNC. Am I overlooking something?

I don't believe that TBS is researchable.

Yes many of the 71 -75 spells are researchable but as shown in this thread it seems many were left out.

It is only up to TSS. TBS is not included yet.
