Not at the moment.. It's the result of the DoDH lev 68 Spell missions (i.e DoD level 68 spell #5: The Rage of Kelliad)

As stated, no it is not.

In general, spells that are a result of a quest or mission (as well as ancient spells) are not able to be using the research skill.

I think what hurts even worse is the upgrade Arc of Arrows. RK1 is mob dropped, & RK2 is from a faction vendor.
