scroll of static strike

I am a level 80 mage, and have decided to take up reasearch again, after sitting at skill of 176 for 3 years or so. I have been making some scroll of static strike. I am understanding that these will do direct damage. I have been trying to use these on a variety of mobs for a little extra damage, but have gotten 100% resists (42 resists of 42 tries). Casting malosinatia on mobs seems to make no difference. I am casting them from the potion belt. I have also made some scroll of fire strike, and on mobs that are very easily nuked with fire nukes, they are also resisting the scroll of fire strike 100% (8 resists of 8 tries). Am I doing something wrong? How are these supposed to be used?

I am stumped. Thanks for any thoughts.

you have to use scrolls withing 5 levels of the NPC's level. That is my first guess.

What level are the scrolls then? Is it the listed required level on the scroll? scroll of fire strike lists as required level 45, so it works only on 40-50 mobs?

1 to 50.

Down is ok, it is up where the level difference gets so big resists are all but guaranteed. (as the NPC gets LOWER it should change to almost guaranteed to never resist... except NPC's with special immunities of course)
