If you can get the essence, you can use them for skilling up. The following lists the required levels for casting the essences, the required level to use the final scroll, and the trivial for the combine.

It appears you generally can't make them until AFTER you can use them. You can summon them a bit earlier if you're a chanter. But to actually make them before you can use them, you would need to get someone else to summon the essence. (But they have to make their own spells.)

The recipe has been found in the spell data, and it's 79 for enchanters, but it's not attached to any items. No other classes would have access to it, since it should be about level 84 or 85 for them.

Logically, the enchanters would need paper to write it on, and there's no paper for level 79 spells.

I recognize that I haven't actually answered your question. Mainly just wanted to offer the information I have that's related.

These powders and spells are primarily for research skillups.

The spell scrolls are only slightly more than useless.

First, you almost have to be within agro range to cast them, so they are no good for pulling.

Second, the damage they do at their recommened levels is minute.

I simply sell them to the nearest vendor after doing a skillup run.

yeah, Im trying to use them to skill on but me researcher is only level 48 and shes at 258 skill ( cant cast the essence that would = a skill up combine for her).

The damage they do:
1. Gives caster class something to do after casting a spell and before the spell gems reset.
2. Costs no mana.

I'm not saying they're earth shattering, but free DPS is something.
