I didn't see this proposed elsewhere.
Just finished my 8th shawl last night. It seems to me that once you've completed the 7th shawl, someone else could make the armor and turn in the issue kit to the general. You complete the walk and when the Avatar spawns, ANY owner of the 7th shawl could hand it in for the 8th shawl.
EQ now has the ability to keep track of who turned in the issue kit, but since this is a Velious era quest, I don't think they would check that.
To get the issue kit, the tradesperson would have to have a 7th shawl (either original or approved), but that would only need to be done once.
Has anyone tried this? Can anyone see a flaw? If it works, one person could do all the combines for the 8th shawl and just MQ it with the owner of the 7th.
/em scratches his chin at the possibilities.
