She will be dubious =p She'll still give them to you, but she will not sell anything to you. Unfortunately you'll also need to have someone buy the Bars of Velium for you also

She is a merchant. Merchants are never worse than dubious, no matter how bad your faction. (This was a change way back in the beginning). So, yes, even though you kos, you can go there and be only dubious.
