No. There's a quest out in Eastern Wastes that will net you the Coldain Smithy Hammer. It's a completely different hammer.

It's part of the coldain ring quest. However, don't be stupid like me and do the ring quest over because there's a way to get the hammer without going through the ring quest again.

Go to EW and locate Tain Hammerfrost, straight out from the IC bridge just over the hill. Say "I will help you" and 4 giants + named (all green at 65 if I recall) will rush him from the IC bridge direction. Kill the named and loot "Frozen Elixir". Turn this back into Tain Hammerfrost to get your hammer. If you let him die during the battle, he respawns within and hour and a half or so, but you must say "I will help you" again before handing the elixir to him (he despawns and respawns as a different version when you say the phrase).

Tradable

The Coldain Smithing Hammer is tradeable. I bought one in the Bazaar for 20pp, and since it is not lost in the combine you can just sell it once you are done.
