    This looks like it might be the beginning of a Gukta citizinship quest, akin to the Shar Vahl ones.

    Hailing High Seer Flogk (in the guildmaster area, outside the bank) before completing the various froglok earring newbie quests gets you a "I'm following your progress, but come back later" response.

    So I went off and got my Jin earring, and hailed him again.

    High Seer Flogk says 'Greetings there, young initiate! It is good that you have come to see me again. I have been following your progress through the tasks that you have been sent on, and I must say, you make a very promising young soldier. It is nearing the time that you venture out into the world on your own, for purposes of exploration, and to serve the Guktan Army. As this time grows near, it also is time to begin your induction as a young soldier. One of the last remaning tasks you must complete is to venture out into the swamp, as well as our home of old, and retrieve for me several items that I require. Are you [ready for this task]?
    I replied in the affirmative, and got:
    High Seer Flogk says 'I thought you might be, in fact, I had hoped so. This task that I have for you will gather the components that I require to create a soulstone for you. The soulstone is one of our means of identification, and is actually infused with your aura during the creation process. The soulstone is unique to you, and will be used throughout your training. Now, enough chatter, the components I requre are a polished waterstone, sparkling dust, and a vial of swampwater. When you have located these items, give them to me, and I will combine them to make the stone, and upon successful creation, I will give you further instructions.
    Anybody found out if this leads to anything interesting, tradeskill-wise?

    I've heard from one person who's found the polished waterstone (from reports, its a five hour groundspawn!?), but that's it, and I've posted about it on a few different message boards. Immediately after my level 11 warrior spoke with the High Seer, I stepped out into Innothule and /ooced about the components. No one had heard a thing.
    Personally, I doubt this is tied to tradeskills, although its obviously too early to tell. My suspicion is that any tradeskillish activities would have been done in a fashion similar to how the Vah Shir do theirs. Probably just as well, though. I'm having enough trouble finding all of the components for my newbie armor.
    I'd hazard a guess that the end result is a charm of some sort. It may even involve the medallion that new Frogloks receive when they first speak with their guildmaster (if so, there will be much howling and wailing when people who have destroyed said medallion find out about it - can't say the guildmasters didn't warn you it was valuable, though...).

      An update on this:
      This is merely speculation at this point, but it appears that the other two drops for the soulstone may be very, very broken at this point, due to a very unique bug.
      I initially read about this over the weekend, but later confirmed it with the Innothule location.
      Basically, in both Innothule (0,0) and South Ro (supposedly also 0,0, although I haven't confirmed it), there is a bag lying on the ground that appears to be a typical groundspawn bag. But when you click on the bag, nothing happens. Nothing appears on your cursor, no messages go through your message window, and most importantly, the bag stays where it is.
      Speculation is that the two items are the vial of swampwater and the sparkling dust, respectively.
      And the polished waterstone can be found in underwater in Upper Guk. Not far from the entrance, there's a circular wooden bridge that has planks extending to various entrances to the room the bridge is in. In the water, in the middle of the bridge, is where the waterstone spawns.
