8th shawl- expedition orders

i have had my approved issue kit sitting in my bag for over a month now, while trying to find a good time to do the final war. so now i am finally ready to get the people together and finish shawl 8 so i go back and read over the spoiler to see what i need for the general turn in. it says give him the approved issue kit and then expedition orders... i don't have any orders. so i go back to dain and say "what mission?" and he doesn't give me any orders =/ i am amiable to dain and the senior guide i talked to wasn't too helpful. so i am here hoping someone will have some insight on how i can progress on this quest now.

Tradeskills, Quests Requiring Trade Skills

If I'm not mistaken the dain should give you two items when you hand in the combined issue kit, if you've looked carefully in all your inventory/bank slots, I'd suggest you petition a GM to see if they can give you another set of orders, or else you'll have to make another set of armor.
