I noticed shortly after I finally finished the 8th shawl that the effect zephyr of Brell seems to have been upgraded slightly. The shawl appears to effect all spells of at least level 62. Since I get the "Shimmer/Sparkles" even when casting Arcane Rune and Speed of Vallon.
Based on this as well as the fact that the shawl's effect does not work if you have the ceramic shield of valor equip, I would say that it has been improved to effect all spells and not just level 60 and below. Currently the quest pages didescribehe effect as only being a modified version of extended enchantment 3.
