Vah Shir citizenship multiquest broken?

Hello everyone, I've been a long time reader of these boards, and now I need some help.

I'm trying to multiquest the citizenship quest. My throwaway Vah Shir has completed everything up to the point where he is ready to hand in the stamped tax seal and the acrylia slate. According to the quest walkthough, the cat should hand in the tax seal, then the person that you want to be citizen should hand in his slate.

Well when I try to hand the tax seal to Registrar Bindarah, he just hands it back and says thanks but I don't need this item.

Am i missing something here?

Heh!

After doing a bit more research, I figured it out.

Seemed as though teh Registrar already had a tax note that someone had given to him. On a hunch I handed him a slate, and poof the quest was completed. So I had my cat then give him the tax note, log him off, then log in my Barb to hand in his slate, and it worked like a charm.

Something that you might want to add to the guide incase other people run into the same problem!
