Secret of the Planes level requirement

Just completed the Planar traveler manual with a friend. We both went to do the next levels (shown here). She was able to complete the quest for the Beginner Magic Manual at level 24. At level 19 I was unable to get the Planar Stealth Manual.

The NPC kept the Planar Traveler Manual ("How did someone as inexperienced as you get possession of this? I'll see that it gets to the proper hands.") but returned the Planar Peridot Encrusted Stein.

Assuming that the beginner quests are all the same requirement, that puts the minimum between 20 and 24.

Turning in the planar traveler manual and stein worked fine for me at level 23. And gave a significant amount of xp too... I wanted to do it again.

My guess would be level 20 as the minimum. I'll try it out again as soon as I ding.

Can confirm that the beginner magic manual quest is doable at 21... I would also guess 20 is the minimum.
