Dark Elf DoN Quest Giver Faction issue?

I am a Dark Elf trying to start DoN culteral Armor quest, and the quest is given in Neriak Commons by Artisan Dosan Vis'moor who will not talk with my character. So i can not do quest and can not make any DoN gear. Does anyone know what to do to talk with him? I can trade with all the vendor's around him, but not him.
BTW i have done "good" DoN's and that better not the problem, but i fear it is the case. If it is, i can not do DoN culteral, our guild is "good". I know the crystal sets the faction, but everyone would have to stop "good" and do "evil". Just let me know if i have to kill this character and start over, again. Until that new character runs into some strange EQ faction thing and have to start it over again also. Actually i would just give up with no many at level 70 gotcha's popping up. My char is 69 with 140 AA's, so i'd rather not start over (more of a quest gear issue than anything)

Stupid question but were you invis when you tried to hail him? Con him and see your faction rating with him. Some NPCs do not respond to invised players. I do not think your DON faction (good or evil) effects your home city quest giver.

thanks for offering help, but i was not invis. In fact thats why i listed my Apprehensive faction listing.

Look up what faction he is on and see if there are any mobs/quests to do you can raise it.

It was a faction thing. Thought DoN stuff had all faction items wrapped up in itself, like the old promo said - BUT, the hometown faction is used when trying to do any DoN tradeskills. Who knew? My other char's must have had good faction :-).

Also the DoN dark elf NPC faction is not listed in Alla's and with no in-game faction system (other than con) - what to do? ... thanks to someone who posted his faction.
