A couple months back they upped the spawn rate on this guy. Since then I've prolly killed him about 18 times. I've already got phylacteries on the characters that need them, but still kill him anyway when I see him up in case one of my other characters decides to do the quest or if any friends need it. In those 18 kills, I've not seen the anchor drop yet. Prior to the upping of the spawn rate it seemed to drop about 1 in 5. Did they make up for the increased spawn rate by reducing the drop rate?

Doubt it, sounds like it's just bad luck. No doubt there's someone out there who's got 10 Anchors in 18 kills as well.
