Can i get it single or need i an instance?
if its an instance which one have a good drop rate?

I've only seen them in the creator mission (not like I've done many others). And they are rare, but you should get a few for every mission. Drops off of the drakes.

For the Wood Elf version of the quest, you need to loot Fractured Drake Claw times 80. I did this in Thundercrest Isle, regular zone, not instanced.
My problem is the Isle Kirin. I have to kill 10 Isle Kirin and loot 1 impeccable kirin horn. The kirin i've killed so far in Thundercrest did not get credit for the quest. I tried the kirin in the Ascent and the got the same result, no credit given for the quest. So where the hell do I have to go to kill Isle Kirin and get credit for doing it as far as this **** quest goes?
