Problem with my GM book quest

I am a human paladin of Qeynos, i am lvl 62 with 251 blacksmithing skill
i have my GM trophy

BUT when i say "valley" to Tar Cordell he responds me: "You think you can handle that? Hahn Don't waste my time"

Any of you have an idea why i can't do my GM book?

I have search all over the site and the boards to find a reason, a requirement maybe to do that particular task but found nothing(notice he accepts to give me the master, expert or ancestral book tasks)

Yes, he won't give the GM task until you are level 65.
