DoN Cultural Armor Quest Help

Does anyone know if the start of this is currently bugged? I tried to start this today and went to Qeynos (my home city) and the guy there said I should try my home city. So, thinking that maybe something got changed over the past 5 years I went to West Freeport and the lady there told me to get lost (how dare her).

Is there something I'm missing or do I have to do something before hailing to start the quest? I do have the expansion btw.

And you went to Tar Cordell not Vor Westrider right?

My human mage was able to start the quests in Freeport. Except for the GM collection part since he is still only lvl 59.

I'm a human whose starting city is Freeport, but Vivian there wouldn't speak to me. I went to Tar Cordell in Qeynos and he gave me the quest without any problems. Did you perhaps do a one-time change to your starting city with that command Sony put in when they implemented the Origin AA?

Maybe you can look into raising your faction with Vivian in Freeport.
