is there a min. lvl that you have to be in order to do the shawl quests?

I'd say yes
Several of the areas that you must go to for ND, non-mqable components would get you killed if you are too low; Velkator's and Siren's Grotto come immediately to mind. I started collecting components at lvl 50, took a several level break for exp, to be able to go to SG and not get myself or my group smooshed. I finished the shawl crawl at lvl 58. To be honest, I'd say mid 50's is a reasonable level with help to finish these quests. If you want to solo it up to the crawl, lvl 60+ if you are well equipped.

My Cleric has had his 7th Shawl since level 28 so, no, I don't believe there is any min level to do the quest. Now if I could just raise that darn smithing to finish off my 8th Shawl.
