Unfortunately not. If you hand the Councilman the Hope Stone with no earring, he will hand it back. If you hand the Councilman your earring without a Hope Stone, he will keep it.

In fact, he will hold your earring until you turn in a Hope Stone or he gets reset (by someone completing the quest or by the zone going down). There have been stories where a person turned in his earring (hoping for an MQ), realized the MQ doesn't work, ran to the elemental planes, looted a Hope Stone, ran back to PoK, turned it in, and got the Signet.
