Those little bags are Distilled Salts (no drop)...used in a quest given by the female iskar near Morden Rasp in what I guess is the 'command center' of the ship city in Abysmal Sea. She gives a container and asks for a sample involving the tongues of various creatures preserved with the distilled salts. I havent gotten anywhere with this other than finding 3 salt groundspawns yesterday

Found a Noc tongue, searched much of the shores of Natimbi... haven't found any salts... anybody have an idea as to where those Distilled salts are?

There is a long post about this at the Safehouse.
From what i have read the 'Groundspawn' Salts are not repoping so the only time you will find them are on a server reset.
If you mix the Tounge and Salt and return to the questgiver he gives you some info about the race/monster you got the tounge from, including tips on fighting them.....
things like, creature X is very magic resistant... race Y is hrt by piercing weapons the most.... fire really hurts monster Z.
He will also 'reward' you if you do the quest for every type of tounge, i think there are 7. But as of yet i havent seen anyone post about the reward. -
Ah... thanks... my Iksar was getting rather bored of running around the shores looking for salts...
He's got the Noc tongue, and Alla's has the Kyv tongue, pretty sure the others will be Anuek, Ra'tuk, Ukun, Mastruq... not sure about 7th...
Seems the hints are rather moot... These are magic resistant... thanks... I didn't notice while fighting hundreds of them for their tongues... but a quest is a quest none the less... =)
