Anyone seen Inferno Scepter Mold, flarestone, flaring coals, and blazing torch on a vendor anywhere?

I saw a reference in Inferno Scepter here using search, but no sources were listed.

If you figure out what to do with the scepter be sure to post it - right now it makes an item used in tradeskills tagged thing that isn't equippable and has no stats.
