Aid Grimel Quick Question

I am on the 5th part of Aid Grimel.

I am not fire flagged, as my guild is currently in the process of backflagging to get most/all into eles and sol ro. However, I managed to buy all the parts for the tunic in bazaar, just need 4 more fire arachnid silks on sale and I have everything.

Can I attempt the combine even though I'm not fire flagged? Does the only reason you need to have fire flag to hand it in, and doesn't affect the actual combine at all?

It does not affect combine. Not too sure if hand in will work or not though
