Is Dark Phylactery (Regeneration, not Soul Clasp) still ALL/ALL?

Looked at mine today and it still said all/all however I do not know if the older versions of the normal one changed to say the new classes or if only the newly made ones post patch will say it.

I am rather DISPLEASED with SoE and their bs nerfing of everything.

I'm still awaiting new screenshots of the Phylactery; I've confirmed that as of 12/18, the Dark Phylactery was unchanged. We'll see what this next patch brings.
