Coming from the Firiona Vie server where there is virtually no no-drop, including on this quest, I've had the opportunity to gather a bit of mass data. So far I've had my hand in creating 17 signets.
Tailoring Robes - 17 succesful, 15 failures

Fletching - 17 successful, 1 failure
I will update as I have more data, but so far the tailoring combine appears about 50% success from my experiences, and the fletching 90-95% success. I hope this is helpful!
