I was just wondering if anybody could confirm a something for me concerning the 8th Shawl. Does the Avatar remain after the initial turn in? If so, may another person then turn in his approved 7th Shawl in order to buypass making all of the armor?

No. When you turn in your seventh shawl and receive the eighth, the Avatar despawns.
