Ok i need to do a turn in to gilthan brittleblade. Well he's not in his stall do I have to do something to spawn him or should he already be there? I have been checking in every day several times a day for over a week and he has never been up. Does he despawn and respawn?

As has been mentioned elsewhere, he is permakilled until they fix an issue with his purchase price vs sell price of items. Something like sells things for 0pp, buys them at normal prices. At least that's what I saw posted somewhere around here.

Maybe I'm missing something, but he just seems to be the NPC who gives the Recipe for the rune:

Yup go ahead and do your 7th. I just did all the combines for the 7th shawl for a friend yesterday.
I would, however, bring along an HQ firing sheet.
