I wasn't able to find any information on this item here at EQTC. So I thought I should register and post some. Also, please forgive me if this is in the wrong forum... I'm new.
Trooper Shestar can be found at loc 1215, -400 in East Cabalis. He's one of the four guards at the Field of Bone zone. Hail him and the conversation goes like this:
You say, 'Hail, Trooper Shestar'
Trooper Shestar says 'My father was a great blacksmith. He taught me how to make great items such as the [Shestar scaled coif]. Alas, smithing was not my rebirth, but rather the life of a warrior.'
You say, 'What Shestar scaled coif?'
Trooper Shestar says 'The Shestar scaled coif was a light coif my father would fashion out of loose scales from the scaled wolves. I have some scales on me and if you bring me three loose scales I will have enough to create the coif for you, but I require you to also pay a fee of five gold.'
*Give him 3 unstacked items called "Loose Scale" and 5 gold.*
Trooper Shestar says 'I asked for three loose wolf scales and my fee of five gold.'

Trooper Shestar quickly inserts the scales into a half finished coif and hands you the coif. 'I am afraid that is not enough and I cannot possibly complete the task while on duty. You must go and find an additional three scales and take them, along with the unfinished coif, to the nearest forge and complete the smithing yourself. I hope you are a blacksmith.'
*You recieve "Shestar's Unfinished Coif"*
You won't recieve any experience or faction, but you do get the hear that quest completion sound... Joy!
I took the unfinished coif to the forge at loc 220, -316 in East Cabalis. It's a normal forge so this doesn't require a special one.
I made three attempts at combining the "Shestar's Unfinished Coif" with 3 of the "Loose Scale" items. This was with a blacksmithing skill of 0. I succeded on the first attempt and recieved a skill-up. I failed on the second attempt and recieved the unfinished coif back as an alternate product, without a skill-up. I succeded on the third attempt and recieved a skill-up. As you can see, the combine is not no fail and the trivial is >1.
The unfinished coif is lore and no drop. It's just an inventory item, not a wearable item for your head. The finished coif is a wearable item and just lore, not no drop. The stats on the finished coif are as follows:
LORE ITEM
Slot: HEAD
AC: 4
WT: 0.8 Size: SMALL
Class: WAR CLR PAL RNG SHD DRU MNK BRD ROG SHM BST
Race: ALL
Slot 1, type 7: empty
Nothing spectacular, but good for the effort that goes into it.
I don't know what the lore messages for the items are. I'll be able to post the lore of the finished coif after I transfer it to my chanter, but I won't be able to get the lore of the unfinished coif until I complete the quest for the Spell: Illusion Iksar. If anyone able to do this quest and identify items could do so and post the lore, I would be thankful. I suspect it will simply be the items' names, but you never know.
I wrote this little guide as plainly understandable as I could. I remember reading guides for quest and not knowing what they were talking about. So all you newbs who have a new coif can thank me later. *grin*
One more thing... Feel free to flame me if I left something out. I would deserve it.
