I was told that I did not have the flags required for this one. This means that the flag for either PoFire or the flag for Sol Ro (killing his 5 henchmen) is the one required.

The walk through states flags as required being Rallos Zek and Solusek Ro so yes, if you do not have PoF access you can not do this step as Solusek Ro is required for PoF access.

The quest is listed with a ? so I though I would clarify that part.
