Intricate/Elaborate Charm skill-up bonus?

With the new slot 17 seals I am considering skilling a toon from 200 to 300 in pottery (or as close as I can get).

One thing I have taken full advantage of for other skills is the bonus 5% and 10% chance of skill-up for making intricate and elaborate armor. Components for these combines are relatively cheap once you get to the threshhold skill levels.

Does anybody know if these bonuses apply to making the charms as well?

Sorry for the necro-post, but I am also interested in the answer to this question.

Also, can anyone point me to the place where it explains the skill-up bonuses for cultural? I've searched here and the EQ boards, but I can't find the original reference.

Update: Made 200 combines for intricate charm of XXX Purpose (wood elf cultural charms). Got 5 skillups.

Would have expected about 7 skillups with no bonus, and about 16 with a 5% skillup bonus, so my guess is there was no skillup bonus for these.
