I have New tanaan Crafting maxxed. 60 combines doing unfired planar steins and zero skill ups. What am I doing wrong? lol

Just very bad luck, I'd expect 3 skillups in 60 tries at 200. However, the RNG is very streaky, allowing for runs of 60 with no skillups (at 200 skill, it gets worse near 300) and skillups on 3 straight combines.
