I just obtained the Vein Rot Sketch last night and tried my hand making the Withering Flesh, Teir 1 PoP Advanced Poison.
My skill is 233 and I got the "You can no longer advance your skill from making this item" message. However, I did not get it at 230. I don't know if the Teir 1 are trivial at 230 and Tier 2 at 250, I did not try any other Teir 1 poisons....
But at least THAT ONE poison is trivial below 250
Not sure if this is a change brought on with LoY or what....

I have tried the following Tier 1 Poisons and got the same "You can no longer advance your skill from making this item" message:
Bixie Sting
Confusing Whisper
Crushed Vein
Spine Bruiser
Sting of the Shissar
Withering Flesh
Zombie Bane
This is at a skill of 235...however (as mentioned above) the Withering Flesh returned that message at 233. None of them did at 230. I am guessing the triv is 230 for these puppies...
