Minimum skill requirement: Something does not make sense

I have an unmodified skill of 204. With trophy my skill is 214.
With trophy, I am able to do a 210 combine but cannot, of course, raise my skill.

Without the trophy I am unable to attempt the 210 combine and thus can't raise my skill.

So Bite of the Shissar VIII cannot ever be used to raise skill.

Is this on purpose?

Whether a skill is raised or not depends on your unmodified number.

The trophy makes you fail less frequently, but does not prevent you from gaining skill in in the area, even if the number in the tradeskill window is green, provided your raw skill is below the trivial.

Now, I cannot verfiy this in this particular case, as my own Poison Crafter is already maxed, but it is the way it has worked in all other tradeskills, and indeed, some of the cheaper skill up routes depend on this (Ethereal Sheets of Metal for example, which require 220 Smithing to make but trivial at 212) for short term skill gain for low cost.

Yes, it is intended. Bite of the Shissar is one of the Rogue Only DPS poisons and NOT intended to be used for skilling in any case. the components are provided super cheap so that rogues have a ready supply. the other 2 lines are for skilling up on.

For the skill up path that uses the utility poisons: Is the Grade AA and Concentrated Grades of plants such as Larkspur vendor-purchased anywhere?

Or are these dropped components only. Im having some difficulty figuring out where to go after 171.

EDIT: Alright, I see they are combines - Dry Larkspur - combined per your chart = Grade AA and so on.

Are there any posts or information about where this is dropped - I assume level 45 mobs. The venoms are off spiders and snakes - but what drops the plants?

I've gotten some of the plant drops off the Scarecrows at the Farm in DSH.
