I found out you need 2 Sealed vials. The recipe is outdated here and on alla's.

2 unstacked works like a charm.

Congratulations, you are the first who tested this recipe since the patch June 12th (or was it 14th? something like that). I have not been able to make that one myself yet, as Noc Tails are ultra rare on my server. Anyway, all OoW recipes should use 2 vials instead of one now.
