Electrified Earring of Tempests... having trouble

A player asked me to do the smithing part of this recipe for him, so i tried it and he gave me a Brick of Electrified Copper & Vial of Distilled Mana.

He said these were the only 2 items required, and trivial was 135. I have been poking around looking for previous posts on this but i can't seem to find them, or maybe not looking hard enough.

Anyways, what is the proper procedure to create this earring, particularly the smithing part of it.

Edit: By the by, this is the earring with these stats

7ac, +35hp, +35mana, +12 sv cold, +12 sv fire, +12 sv magic.

Edit #2: My apologies EQTC, i found the information i'm looking for under the main site. The reason it was not working is because i was not using a tanan forge.

I had the same problem, you need to use a forge in PoK.

Then combine in a Planar jewelers kit (available in PoK also)
