Do the practice jewelry combines (dwerium practice veil, etc) have a negative modifier to the skillup chance or did I have an amazingly bad run of luck on the RNG?

Instinct says it's just bad luck. Some people start screaming any time they go more than 20 or 30 combines, while many of the experienced trade skillers know that you can still go a couple hundered combine between skill ups.
If you provided a few more details, current skill level, modifiers, trivial level of combine, number of attempts, etc... you might get a better response.
