Palladium / Reinforced Jeweler's Kit

I'm a bit confused about Palladium. According to EQ Traders:

To make Prismatic Palladium Bar (Jewelcraft: Yield 1, trivial 26), Combine the following in a Reinforced Jeweler's Kit
- Gnomish Heat Source
- Scale Ore

But since I generally perfer to reference In game materials first, i bought a copy of "Palladium, a discovery by Jade Belistra" which in its last paragraph says:

For now I shall keep the
origin of the new ore
secret, but once discovered
by others it will quickly
be converted to metal, as
it requires nothing more
than a gnomish heat source
to convert the ore. This
can be done in a jeweler's
kit. So you can see why I
wanted to make my discovery
known right away.

So, im curious if the recipie was changed to a reinforced jeweler's kit at a later time? Another question is why just a reinforeced jewler's kit?

Im just not looking forward to camping natimbi in hopes of getting one, hopefully the drop rate isnt as bad as im hearing.

BTW... why is the Shell needed for the quest no drop when the resulting item and all the other quest items needed are not?

it is more that I made a mistake in the new book.

But I also think that I will go ahead and remove the requirement. (Originally it was because it needed reinforcement to hold the heat) No exact ETA on that.
