Ok I just decided to work on Jewlery today <yes I am a glutton for punishment> and I got my skill up to 50 went to get the tradeskill test came back and worked it up to 189 then decided to do the test of course no problem doing it but when I went to do the turn ins I got every thing up to the Trophy and I got the Beginner Jewelers Trophy...no surprise here BUT I did not get the certificate to up grade it and the trophy even though my skill is 189 still shows 1 of 7. Why? I do not know, unless it is bugged.

If you wish for the trophy to progress, it must be equipped while you are doing combines. That is the only way that it will gain xp. It should gain at an accellerated rate since your skill is well above the trophy level.Tanliel Ta'Eldareva

Also, as mentioned the Trophy must be equiped when you are doing the combines.
Qaladar's suggestion, may be an option (destroy old one and do a new quest) but there are some things to consider.
The trophy can never evolve more than 1 Tier ahead of your current skill.
Tier 1 = 50-99 skill
Tier 2 = 100-149 skill
Tier 3 = 150-199 skill
Tier 4 = 200-249 skill
Tier 5 = 250-299 skill
Tier 6 = 300 skill
Tier 7 = Tier 6 +1 (as high as you can get).
If your trophy hits the next tier, it will no longer evolve until your skill reaches the next tear.
However your skill is higher than your trophy, but the trophy is designed to "earn expeirence" at a higher rate. Specifically 11x faster when 1 level below, 21x when two tiers below, 31x faster at 3 tiers below, etc...
In your case Your skill is Tier 3, the trophy is Tier 1 (1/7), so SUCCESSFUL non-trivial combines will gain experience at 21 times the normal rate. Also since your skill was over 100 when you completed the trophy the very next SUCCESSFUL non-trivial combine will evolve your tradeskill trophy to Tier 2 2/7.
Since the Trophy will still be a tier below your curent skill, it will evolve at a rate of 11x as fast to get to Tier 3 (your current skill level). There is a lot of math involved, for number of combines for the level, rate, then accellerated. It should only be 10-20 SUCCESSFUL non-trivial combines and the trophy should evolve to Tier 3.
Now that the trophy is the same level it will will advance at normal rate, but as previously mentioned, you are close to 200 and with that next tier it will advance at the accellerated rate again, thus catching up very quickly into your low 200 raw skill.
If you want to redo the trophy quest, then the ideal would be to get the Tier 3 quest now, and complete it as soon as you ding 200. (because when you combine your certificate, it will evolve your trophy up to your current skill level, if your currntskill level is about the Tier of the Trophy quest you completed it will evolve the trophy to 99.99% through the level of the quest completed, and as mentioned previously the very next SUCCESSFUL non-trivial combine will advance it).

I got the tailoring task when I was around 80 skill. I didn't find a raw hide gorget to finish the task until I was around 210 skill. My trophy evolved to expert (passed me) around 245 skill. The lower level trophies evolve very fast, I would not consider destroying your current one as it will catch up to you very quickly.
