Aug cutting question

If im a Iksar monk with 300jc + trophy I have the same chance as an enchater with the same skill with JC mastery aa's? Ive read mixed reviews that OOW augs are limited to 75% success @ 300 regardless of aa's...Is that true?

P.S. Ive read as many posts as I could about this issue and didnt see a definate answer...

I have 300 + 5% and no aa's, and have 63% success on 32 attempts (351 trivial, all radiant cuts). Too small a number to be definitive, but there's my data.

seems like 70% seems reasonable then from what I hear ingame and on here...
