Yah, probably a quest given reward. Something like that would be a charm that grows stronger the worse your faction is with Blackburrow Gnolls and/or Coldpaw Clan. Sort of a reverse of the Kelethin quest charm, which improves in stats as you get higher faction with the Emerald Warriors.
It's up to you, what you do will decide your own fate.

There may yet be charms that are player-made. I could very easily imagine making a no drop charm using no drop materials (much the same way as the Coldain Prayer Shawls). When I look at the items I carry, I always include my prayer shawl as one of the items I "crafted." I also include Xanth's earring and the Solstice Earring, since I crafted nearly all of the items myself. Eleven of the twenty items I wear are self-made. A twelveth would be, but I refuse to wear anything on my feet that would cover my pretty toes.

The second paragraph that Lilosh quoted could very easily be interpreted as including crafted items. I don't interpret it that way, but am neither harsh nor belittling toward those who do.

Unlike the fictitious charms mentioned above
From what we're seeing of the charms that are dropping so far, I'm not considering a lack of player made charms to be any real loss - I'd really hate to be the poor SOB who's hounded by disgruntled customers for the next three months for having sold a bunch of charms that turn out to be junk.

Keep in mind that Verant has a long history of definitively stating things that are not so.

For example, comparing Verant's description of AA abilities with the effects found by Lucy often shows differences.

So I would not expect wording from some Verant public relations guy to exactly match (virtual) reality.
