Nah, the bug that made him sell coldain tempers for free is why he is down. Something must be going wonky with the quest engine since every patch seems to introduce some messed up (quest related) vendor in thurgadin who gives away stuff. Or gives stuff away and pays good money for it when you sell it back to him.

No enchant velium scrolls for a few days. Until that bug is fixed. Perhaps you should /bug it every day you don't see him up. If no one does a /bug or /feedback, perhaps the developers will conclude that there is no problem.
