Velium Blue Diamond Ring

I have already searched the Jewelcraft recipe page but can not find the recipe for a Velium Blue Diamond Ring. If you follow the recipe page a blue diamond+Enchanted Velium = Bracer... not a ring.

Can someone please post some info on how this item is made (if it is actually made?)... The ones I have seen are NO DROP, so I assume you have to be 250 JC to make... would appreciate it if I can get a few leads.
