Where can you find the Black Saphire?

Can anybody tell me where to find a vender that sells the Black Saphire, and the price.

No, its a drop only gem. Approx vendor price is 187pp, if you find one that has been sold to a vendor.
Same with Jacinth, iirc.

Guardian camp in Seb is a good place, so is Chardok and PoG. You might want to look at Wayfarer camps as well.

Black Sapphires are droppable. As mentioned above Old Sebilis is a good bet for this and other high end gem loots (diamonds, jacinths, etc.) LdoN dungeons also seem to yield a few, every now and then.

Also, try vendor mining. I see a lot of Black Sapphires on merchants (that players sold to them.) Try merchants in PoK and the Magus-vendors at the Wayfarer camps.

We got Black Sapphires in a level 50 Mistmoore Cattacombs adventure.

Jacinth and Black Sapphire were used to be rather rare, as they don't drop anywhere in PoP. They drop in places like Plane of Hate/Fear, Sebilis, Named vampires in Tenebrous.

However, they also seem to be dropping in spades at higher levels in LDoN. An average lvl 60+ dungeon romp will nearly always result in a couple of each.
