Does Regeant Conservation work for enchanting bars? Focus items, etc.

Did some research on lucy, and it appears that it doesn't work (please correct me if it does.)
Says Reagent Conservation II works for all spells except Summon Item, Mass Enchant Silver for example is Summon Item (Enchanted Silver Bar) -
When Reagent Conservation was first put in game, there was no restriction. Some people made a fair bit of money pulling enchanted bars of metal out of thin air, before they changed it

That was my idea, since I have a runed mithril bracer and enough cash to buy a couple stacks of velium oh well, back to the grind
