Depends on who/what you are begging. I have skilled up on skeltons for hours, without getting a copper. On the other hand, I have begged the guards at the NK/SK bridge, and gotten 12 coppers in a row. My skill is lower than yours, so if you are begging an intelligent creature, yes that is odd.
This begs a question, who is the highest level/most inaccessable mob you've begged from, and what did you get? Have many druids begged something off of Tunare?
I am now a master beggar (200) with my chanter.
Pets do not work anymore, but you can beg from level orc pawns and the like.
The chance of agro is not depending on factions, but on skills.
The higher your skill is the lower the chance is of agroing.
Mobs that would not attack you, if you were KoS, because you were too high level for them will not agro you what so ever.
I train 5 hours on a blue dubiously con guard in Freeport before he attacked me at skill 181.
The beggar in East Freeport near the zone area furthest away from the docks however never attacked me.
My Gnome magician got to 125 when begging from pets still worked (I begged for an hour from my pet last night and got no skill increases). My charisma is 47. I begged from the guards at the MS zone line and got no aggro (probably 20 times over the course of an hour). And, I'm not 10cp richer for the time spent.

Why the heck do you all care this much about this?
I mean, a few copper and being labeled a beggar is worthless to me, at zero skill on all characters and proud of it.
The only practical reason I've seen is possibly increased agro on the MT, but even that is hypothetical, and with a high skill it may not add agro anyhow.
Is there another reason for this skill other than hating to see a zero on your list?
