You don't remember correctly. You don't have to be flagged to enter PoN. That flag you just mentioned is required prior to going through the maze. If you fail to get that flag and complete the maze, you will not be marked to enter PoNB.
Since SOE modified the flagging systems to ease dependancy, I am not certain if you would get flagged for PoNB if you did the maze, then talked to the NPC in PoT. I wouldn't stake my flag on it, though.
