that item is a quest item and is used for the Iksar warrior progressive weapons quests in Cabilis. It's a series similar to the Iksar shaman cudgel quests or the Iksar SK quests, but I don't think anyone has ever completed the entire series.

Not finished, actually confirmed (in a way) by a GM I petitioned to.
