I am trying to make patchwork armor. My tailoring skill is 21 and I failed twice on pants. I used one ruined wolf pelt and one pant pattern from twippie diggs in rivervale.

Is the pattern with the name "Pants pattern" the right one or is there one called "Patchwork pants..." or something?

    Thx

Just the 'Pants Pattern'. Exactly what type of leather armor you create (patchwork/studded/reinforced) depends on what else you use with the pattern.

Failing is common on items that are above your current skill to make. Patchwork becomes "trivial" at 26. Therefore 2 failures is not surprising. Keep trying ruined pelts are common, and cheap to buy if you can't hunt enough of them.

it seems like you're working up from scratch, cash wise, so it's also good to know that once you get your skill high enough (patchwork trivials at 26 I think, that's where you no longer get skill raises), you can turn ruined pelts into items that sell for more than a gold each. I kept a number of low level characters in spells by making patchwork and selling it to vendors.

Don't despair! Tailoring isn't an easy road, but it's an addictive one.
