What is the max effective skill number?

I have heard 255, 252, and 250 as being the effective max skill (with geerlok). What is the general consensus?

And does the 5% geerlok number get rounded up or down? I assume it's rounded down so the effective max skill you need without geerlok would be:

255=243 x 1.05 (243 is magic number)
252=240 x 1.05 (240 is magic number)
250=239 x 1.05 (239 is magic number)

Max EFFECTIVE skill 252
253+ seems to be reserved for special items, like no fail combines or something.

So, with max effective skill of 252

240 + 5% = 252
230 + 10% = 252 (253 really, but max effective is 252)
220 + 15% = 252 (253 really, but max effective is 252)
